There are agencies with a good track record of placing nurses and those who are less than successful in keeping one working.  I do not like being led down the rosy path.  I was recently hired by an agency that gave the impression they had plenty of work for me, not the case.  In the last three years, two agencies hired me and provided not one shift of work.  Another two agencies I heard nothing from, after a time.  When I inquired with one of them, I kept getting a stock answer that they did not have cases.  How can an agency remain in business without establishing and maintaining new case work?  Another way that they drop the ball is lack of integrity regarding pay.  I was told by one agency that all people with the same license got the same pay rate.  After about six years of good work, I find out that a new hire was getting paid several, yes, several, dollars more per hour than me.  I got a song and dance when I spoke up.  Agencies have their own ways of treating their employees well or poorly.  But then, so do standard employers.  It is one or the other.  You just have to keep looking until you find an agency that treats you as you wish to be treated.  Not an easy task.
