Is it true that in 2010 that all nurses that have an associate degree in nursing will have to go back to get there BSN

I know this is not true in california.  Actually the community colleges receives so many applications that they cannot accept all the students and have to turn away some.  It is already hard enough to get into the program, if they made all the students who hold an Associates degree go back to get their BSN that would only make matters worse.  It is impossible to accomadate all those students.
